What Houston’s New STR Registration Rules Mean for Your Listing

Houston landlords spent years operating without a city registration requirement for short-term rentals. That changed on January 1, 2026, when the city’s new ordinance took effect. As of April 1, enforcement is active: platforms are now removing listings that do not carry a valid registration number.

If you operate a short-term rental in Houston, the rules are straightforward but easy to overlook if you are not watching for them closely.

What the ordinance requires

Every short-term rental in Houston, defined as a property rented for fewer than 30 consecutive days, must register with the city. Registration costs $275 per year plus an administrative fee. To register, you need proof of ownership, a 24-hour emergency contact, acknowledgment that the property does not violate any HOA or deed restrictions, and completion of human trafficking prevention training.

Operators must also carry $1 million in liability insurance during any period the property is listed, post a one-night minimum stay, and pay hotel occupancy tax. Once registered, the city issues a registration number. That number has to be displayed on every platform listing.

Why enforcement matters now

As of April 1, 2026, Airbnb and VRBO are removing listings that lack a valid registration number. Roughly 83 percent of Houston’s known short-term rentals are registered or in process, which means a meaningful share of hosts are still exposed. A listing that disappears does not just lose a few days of bookings. It loses its review history, its search ranking, and any momentum it built.

Operating without registration also carries fines up to $500 per violation, with repeat violations potentially resulting in a ban from operating a short-term rental at that address.

What to check today

Confirm three things: your registration is active, your registration number is displayed on every platform where the property is listed, and your emergency contact information is current. If any of those is missing, your listing is at risk regardless of how well it is performing.
